President Johnson requires the former Confederate States to have a convention wherein they will disavow the states' acts of seccession, ratify the 13th amended (abolish slavery), and repudiate or renounce war debts.

Under President Johnson's Reconstruction Plan, former Confederate States could rejoin the Union if:

1) They accepted the 13th amendment of the US Constitution, ending the practice of slavery.

2) They created new state constitution and governments that did not violate any of the amendments outlined in the US Constitution.

3) A certain percentage of the voting population agreed to a loyalty oath, in which they promised never to secede from the United States again.
