When we look at the picture, we realize that you copied the problem wrong.
The perimeter is 34 meters, not 3 meters.

The rectangle is 15 meters long and 2 meters wide.

The area is (15 x 2) = 30 square meters.

The perimeter is (15 + 2 + 15 + 2) = 43 meters.
