Answer:The Great Compromise was an agreement between VA and NJ. Virginia wanted a government based on population (Example: 1 rep=3 people). NJ wanted it based on state (Example: 2 reps = 1 state). The Compromise allowed for both creating the Senate with 2 reps for each state (New Jersey) and the House of Representatives with reps based on population [there are 435 representatives in the House of Representatives] (Virginia)

The Great Compromise met the needs of both large and small states by making the lower house rely on proportional representation and the upper house to rely on equal weighting for all states. This meant that every state was represented equally no matter it's size and was able to get its' point across without the fear of not being heard because it happened to be a small state (for example).
