Is 0.313311333111 a repeated decimal

If that's the complete number and there's no more after it, then it's not
a related decimal, a repeated decimal, or a repeating decimal.

If there's more to it than what we see, then it could still be a repeating
decimal. For example, if this much ... those 12 digits ... repeat endlessly.
