What did William Penn think would attract new settlers to his colony in Pennsylvania?

The biggest thing that would attract them to Pennsylvania would be freedom for religious practices. He was a quaker, which is a type of a Christian, but wasn't very liked by Dutch and German and other types of Christians because he wasn't catholic or protestant. So he made a new colony where people would have religious freedom.
