.5(0) is Fifty percent but .5% is less than 1%

When you see math printed or written, " % " means " /100 ".
So " .5% " means " .5/100 ".
If you simplify that, or write it as a decimal, you get 1/200 or 0.005 .
Either way, " .5 " is greater.
