Basically can be a sort of introduction word in informal speech: (meaning" in simple words")

Basically, the salaries won't be raised.

In a more formal setting the following sentence could be uttered:

The salaries at the present company are kept basically low.

where basically means "essentially", or that they are generally low as a principle.
