Solution :

Rule of rounding number :

1) When the rounded place value after digit is less than 5 then the number remain same.

2) If the rounded place value after digit is 5 or greater than 5 then the number round by 1.

710,430 is rounded to 700,000.

It is clear that number is rounded to the hundred thousand place.

As before 7 there is 1<5 so rest rounded to zero and 7 remain same.
