Wilson wanted to lower tariffs, and he made it a major campaign issue of his 1916 presidential campaign. He even summoned a special session of Congress in 1913 to confront the tariff on goods imported from other countries.

He thought that this would protect both workers and consumers, and made it clear that tariff reform was needed and that he was not going to be part of another embarrassment as in 1894.
