Air is matter because air is gas, solid liquid and gas are matter and matter is something which occupies space and air occupies space.

Yes, air is matter since it is made up of several different physical elements such as oxygen and nitrogen, although some of air (empty space) is not matter in the sense that it is made up of physical properties.
