Air flows from high pressure to low pressure. So does water.
So do populations of people and animals, but that's another
story.
When you reduce the pressure in your lungs, air flows into them
from outside, and you inhale. When you increase the pressure
in your lungs, air flows out of them to the outside, and you exhale.
I haven't seen a whale in about 30 years, and they may have changed
since then. But the last time I saw some, air and spray were blowing
OUT of their blow-holes. As soon as I saw that, I said to myself:
"Self ! The pressure inside that creature's body must be greater than
the outside atmospheric pressure, and that's why the air is flowing out,
from the higher pressure to the lower pressure."
