$log_3((1)/(9))=(x)/(9)\\ \\ log_33^(-2)=(x)/(9)\\ \\ 3^{(x)/(9)}=3^(-2)\\ \\ (x)/(9)=-2\\ \\ \boxed{x=-18}$

$log_3( (1)/(9) )= (x)/(9) \\\\log_33^(-2)= (x)/(9) \\\\-2=(x)/(9) \ /\cdot9\\\\-18=x\\\\x=-18$
