When converting a percentage into a fraction, you must convert it into a decimal first.
42% as a decimal would be 0.42. Because you move the decimal over twice.
0.42 as a fraction would be 42/100. Because the 42 is in the hundredths place.
Of course, that can be reduced to 21/50. Because 42÷2= 21 and 100÷2=50.

To write a percent as a fraction in lowest terms, first remember that a percent is a ratio that compares a number to 100. 42% can be written as the ratio 42 to 100 or
(42)/(100). Notice however that
(42)/(100) is not in lowest terms so we need to divide the numerator and the denominator by 2 which gives us
(21)/(50).

Therefore, 42% can be written as the fraction
(21)/(50).
