In general, it was the Church that was completely exempted from restrictions under the Magna Carta, since besides the king and queen, the church was the most powerful entity in the land.

The correct answer is
the Church
The church always answered to the Pope, not to the kings. They couldn't be regulated through the Magna Carta since the king didn't have any jurisdiction over them. This was the reason why many times popes and kings clashed over who reigns supreme in what area since Kings based their power on politics while the church on religion.
