The Second Continental Congress voted twice on the Declaration of Independence because they wanted a unanimous vote. It must be remembered that signing this document was a big deal, and that everyone was not a traitor.

The correct answer is
they wanted a unanimous vote
They believed that for such an important thing all colonies should sign and that some colonies shouldn't involve other colonies in the same thing if they don't want to do it. They believed that either they were all going to fight against the tyranny of Britain or nobody was going to do it officially and to declare independence since they couldn't declare it in their stead.
