I think it says
(b + 3) / e = f / 2
and you want to solve for ' e '.
Multiply each side by ' e ' : (b + 3) = e f / 2
Multiply each side by 2 : 2 (b + 3) = e f
Divide each side by ' f ' :
2 (b + 3) / f = e
