Answer:

a. Most changes are inexpensive and easy to implement.

Step-by-step explanation:

Environmental policy refers to the actions that the government takes, as a result of the interaction of economic and social political interests, to conserve the natural foundations of human life and achieve sustainable development. Since the 70s, with growing environmental awareness, it has become an autonomous political sector increasingly important at regional, national or international level. In the governments of many countries there is a ministry in charge of environmental issues and green parties have been created. The definition of an environmental policy at company level is a requirement of environmental management systems certified as ISO 14001 or EMAS.

"a. Most changes are inexpensive and easy to implement" is not a challenge, since even if this were to be true, it would be more of an asset. But changes tent to be both expensive and hard to implement.
