The answer is Bill of rights in the exam but if you want a truly correct answer, they wanted the constitution to not be ratified/a weaker or a more limited government. The bill of rights was not what they asked for but gotten because of their actions.

The Anti-Federalists wanted to ensure that the Constitution did not make the federal government too powerful and/or tyrannical, so they insisted on including a "Bill of Rights" at the very beginning.
