In what way is the preamble not a part of the constitution?? PLEASE ANSR AS FAST AS U CAN PLSS

The preamble does not establish any laws or rules: one cannot say that something is legal or illegal and cite the preamble; but this is precisely the case for the constitution. It is solely an introduction, and it does not give any powers to anyone.
