Two numbers have the same digits in the millions period, the same digits in thousands period, and the same digits in the ones period. Do these two numbers have the same value?

No, because despite they were the same digits, they were place in a different period or unit.
Let say for example:

2 the same numbers in millions period
=> 11,000,000
Then the same digits in thousand periods
=> 11,111,000
And lastly, the same digit in ones period.
=> 11,111,001
Even if they are the same digit, their place values are different. We have the millions place, the thousands, and the ones.
Thus, each place value matters not the digit.
