A.- it did not include Rome, so no.
B. - good answer, let's keep on looking though - is there a better one?
C.- he didn't live at the time of the war, false
D.- This looks good on the first sight, but in fact, it was Sparta who was fearing, and Athens who was growing

so the best answer is B.
