a 15% tip to represents the ratio $0.15 to 100 cents. why does this make 15 percent a unitless Factor

We don't assume that 15% is 15% of some number of cents - it's just 15/100.  In the given example, we have 15 cents divided by 100 cents.  We can remove the cents from both the numerator and the denominator to get 15/100, which has no units.
