The 9/11 Commission concluded that US agencies had been very successful at sharing information. terrorist attacks would never happen again on American soil. the United States had done everything possible to prevent the attacks. the attacks might have been prevented with better communication.

I believe the answer is: the attacks might have been prevented with better communication"

From the investigation, it is noted that several workers on the airport had notified their managers regarding suspicious passengers that later identified as the terrorist who hijacked the plane. The act of terror could have been prevented if the workers are provided with clear procedure on the steps to take in this situation.

The 9/11 Commission concluded that "the attacks might have been prevented with better communication" since many of the warning signs occurred early on in the years preceding the attacks.
