the quotient of the number and three : x/3
when it is decreased by 1 : (x/3) - 1

so the answer will be (x/3) - 1

(x)/(3) - 1

quotient is the answer you get when you divide, a number and three is understood as x ÷ 3 , or
(x)/(3)

decreaed by one, is understood as the first part of the expression has 1 subracted from it.
