f(x)=19 \\ 2x^2+3x+5=19 \\ 2x^2+3x+5-19=0 \\ 2x^2+3x-14=0 \\ 2x^2-4x+7x-14=0 \\ 2x(x-2)+7(x-2)=0 \\ (2x+7)(x-2)=0 \\ 2x+7=0 \ \lor \ x-2=0 \\ 2x=-7 \ \lor \ x=2 \\ x=-(7)/(2) \ \lor \ x=2

The value of the function is 19 for x=-7/2 or x=2.
The answer is C.
