Why is participating in a group a powerful way for a person to influence government? Voting has no effect unless people in a group agree to vote for the same people. It is more fun to participate in government when you are working with others. Individuals cannot have any influence on government unless as part of a group. The best answer is the last one:

Elected officials are more likely to respond to issues that have many supporters .

If you know that 30% of your population feels deeply about an issue, you are likely to treat it as important, but if you hear of only one person, you don't know if maybe there are more people who even have opposite views!
