Mr. George Washington was the commander of the continental Army during the American Revolution and the first President of the United State.

Some Authors have commented that he was persuaded to attend the constitutional convention and subsequently was unanimously elected its president.

The best states were north and south carolina, connecticut, delaware, Georgia, Maryland, Massachusetts, New Jersey, New York, Pennsylvania and Virginia.

Assuming that this is referring to the same list of options that was posted before with this question, it would be "he was often disengaged" that is the best response since he was fighting the war.
