The relative percentage is the ratio of a certain outcome compared to the total.  In this case the outcome is tails and there were 28 of those.  To calculate the percentage you must take the outcome and divide it by the total. If you divide 28 by 70 you get 0.4 meaning the frequency is 40%

Answer:

Option C is correct.

Explanation:

Given: Total number of time coin is flipped = 70

number of time coin lands on tail = 28

To find: relative frequency of coin landing on tail.

First we find Probability then convert it into percentage.

Probability=(Number\:of\:favorable\:outcome)/(Total\:number\:of\:outcome)=(28)/(70)=(2)/(5)

Now percentage =
(2)/(5)*100=2*20=40 %

Therefore, Option C is correct.
