The equation of a line:

y=mx+b
m - the slope, b - the y-intercept

The slope is 1/3, so the equation of the line is
y=(1)/(3)x+b.
Plug the values (x,y)=(-6,5) of the point into the equation:

5=(1)/(3) * (-6)+b \\ 5=-2+b \\ 5+2=b \\ b=7 \\ \\ \boxed{y=(1)/(3)x+7}
