Between 1994 and 1998 the population increased by 5 miliion, approximately 1 1/4 million a year.
2016 - 1998 = 18 years at 1 1/4 million a year = 22 1/2 million
Estimate therefore is: 81 + 22 1/2 = 103 !/2 million
