There is no simple answer and it depends on who and what will be taxed (and why the budget needs more money).
Generally: increasing taxes on basic goods such as food or gas can lead to more poverty, and is rather a negative thing
increasing taxes on luxury goods is less likely to cause poverty.
Also, if more money is needed because the budget is not optimal (big investments in the middle of a dessert? unnecessary beurocracy?) then there is less reason to raise taxes as when the budget covers important things (such as infrastructure and security)
