Britain created Upper and Lower Canada in response to a desire by United Empire Loyalists who had reached the colonies and wanted to push more for British laws and institutions, especially British laws of land tenure. Upper Canada consisted of the southern portion of the Province of Ontario and was inhabited by British settlers and Lower Canada was the southeastern portion of the Province of Quebec and was inhabited by French settlers.
