Why is Von bülow worried about England, France, and Russia?

England France and Russia were on friendly terms before the First World War, as seen by mutual assurances of protection, for example of Entente Cordiale between England and France. Bülow was worried that the balance of powers in Europe would not longer be held and Germany would be on the loosing side.
