Although other branches of the government sometimes do not agree with the fact that it is federally governed by a state agency and funded federally, it was established by the Congress according to a supreme court decision from the 1800s. Congress enacted the Clean Air Act of 1970 because they are concerned about the growing quality of our country's air resources. Since this act came in force it becomes controversial between Environmental groups and businessmen.
