I think I had this question before, it's simple, really, the answer is B as it makes more sense, having a "And" after a semicolon just doesn't look right, and C and D don't have the proper punctuation

"My father is flying in from
overseas tomorrow; the arrival time is 4:45 P.M." is by far the best option from the list, but it should be noted that a comma could be used as well.
