He would give his pigs 14.33 m2 area at most.

Explanation:

If he wants to give to pigs the possible largest area, pigpens should be shaped as round. He need to use 6m of fence each to build 5 identical pigpens. And radius of each pigpen will be:


2*\pi *r=6\\r=3/\pi \\r=0.96

and the area of the each pigpen will be:


\pi *r^(2)=3.14*0.96^(2)  =2.87

2.87 m2 is the area of each pigpen. In total 14.33 m2 area pigs are gonna have.
