I figured out the answer was 17.5 but my strategy was weird and I confused myself trying to type it on here but I checked my answers

13 + [128 + (-24 - 5b)/2)]/3 - 45 = 0
(52 - 5b/2)/3 = 32
52/3 - 5b/6 = 32
14.67(6) = -5b
b = 88/-b
b= -17.6
