You're answer is B.) 0.7 because both the fraction and the decimal read seven tenths.

This is how you read them
A) 7 and 1 one tenth (zeros at the end of decimals dont mean anything
B) 7 tenths
C)7 hundrerths
D) 7 thousanths
----
Look for the one that sound the same when reading them which makes the answer B
