the first thing we need to know is: How many people voted for Candidate-A ?

The number of people who voted for Candidate-A is

(1,253 men) + (1,921 women) = 3,174 people .

The question is: What percent of those people were women ?

Out of the total, 1,921 were women.
To find percent, you divide the part by the total.

1,921 / 3,174 = 0.6052 .

Changed to percent and rounded to the nearest whole one, that's 61% .
