Which of the following explains why European countries would offer incentives to persuade people to move to the colonies? They needed to decrease their population. The answer is to gain territory, I know because i had this same question and it was right.

They wanted to gain territory in the New World.

In order to gain territory, one would need a settlement, therefore by offering incentives to get citizens to move to the colonies, European countries were able to gain territory. Choice 1 is incorrect because not all European countries were overpopulated and Choice 2 and 3 is incorrect because they wouldn't offer incentive to encourage a personal right/freedom.
