You solve in the parenthesis first aka “pemdas”

So that would leave us with 15+-3 which you can just drop the addition sign which would just be 15-3 and your answer would be C: 12.

we solve the absolute value first


\begin{gathered} 15+|-3| \\ 15+3 \end{gathered}

and do the sum


15+3=18
