In recent times, foreign policy has come to include interactions with non-state actors, such as NGOs. Foreign policy is not necessarily selfish. It also describes agreements of cooperation between countries, such as treaties.

Foreign Policy is the correct answer, as the allies are not part of the US.

It is not:
- Department policy, as the war isn't between departments
- Domestic policy, as US domestic policy relates to policies within the US only
- Critical policy is not a government policy style
