True.

The first permanent settlement by the Spanish was Saint Augustine, Florida. As with most Spanish settlements it was established as a fort with the conquistadors in control and shortly after a Catholic church was established. The Church served as a missionary hub for converting natives in the area. The fort would serve as a launch point for exploration into the Americas and the surrounding waters.
