This is the area of white part / area of the entire dartboard

Therefore:

Area of the entire board

A=\pi r^2

Where:

r = 4

A=\pi4^2=16\pi

Area of white part is given by:

A=16\pi-2^2\pi=16\pi-4\pi=12\pi

So, the probability is:

P=(12\pi)/(16\pi)=(12)/(16)=(3)/(4)

As a percentage we have:

(3)/(4)*100=0.75*100=75\%

Answer: 75%
