The error is the word "weren't". Weren't is a compound word that means "were not". You wouldn't say "The  confused cyclist were not sure where to go," right?. You'd say "The cyclist wasn't/was not sure where to go". If you were to use "weren't" in this case, you'd say "The confused cyclists weren't sure where to go," so as a plural. I hope I helped.
