no, it is not. 0.09 is one hundredth, so it would need 91 more hundredths to make a whole, but .14 has 1 tenth and 4 hundredth, so it has 14 hundredths. you would only need 86 more hundredths to make a whole ;)

No 0.09 is less than 0.14
Decimal placement is key! 0.09 is in the hundreths while 0.14 is in the tenths making it closer to 1 and also greater than 0.09
