I believe the answer is: a tyrant might say no but it will come with a punishment

A tyrant refers to the the ruler of a dictatorship country which cannot be touched by laws. Democracy would give the right for the people to replace this ruler, which mean that it would become a threat for the tyrant' position. Because of this, tyrant tend to executed the people who ask for democracy.
