to describe the relationship between federal and state powers

The primary purpose of the Supremacy Clause to insure that states do not abuse the power they have.

According to supremacy clause, the regulations that made by the federal government would always override the regulations made by state in case contradiction happen. Which means that even though states have the power to make their own law, they must stay within the scope of federal's guidance.
