(Subtract 3.99 on both sides)
(Divide 0.99 to isolate x)
21.01/ 0.99 is 21.222 bar, so round it to the nearest ones place, which is 21.

Subtract 3.99 to both sides:
21.01
≥ 0.99x
Divide 0.99 to both sides:
21.22
≥ x
x
≤ 21.22
So he can buy less than or equal to 21 songs.
