If you look at the name of the policy, you see that it has "neighbour" in the name - this suggests that the region would be close to the US, presumably on the same continent. This is true - the region in question is Latin America - this is the correct answer. This program was initiated by president Roosevelt and the main point of the program was that of non-intervertion into the internal affairs of Latin America, and a focus on trade with them rather than military action
